    The Manager of Business Requirements will be responsible for leading and growing the capabilities of the Business Requirements practice within the Strategic Project Management Office (SPMO). The Manager, Business Requirements shall collaborate with application/product owners to conduct impact assessments for requested enhancements or new solutions; highlighting cross platform and downstream dependencies, lead impact assessments and analysis and partner with Project Teams and IT to promote proper documentation and communication, conduct business requirements workshops, workflow analysis and scenario development. This position will serve as an interface to the business user, with guidance from Project Management to document business processes, workflows and requirements of the end-users. This position will liaise with various business units including Clinical Informatics, Medical Management, Operations, IT, Compliance, HR, in support of future product application enhancements/ releases and has the primary responsibility to elicit, analyze, validate, specify, verify, and manage the functional needs of the project stakeholders, and end users. The Manager of Business Requirements will play an instrumental role in facilitating project execution across the pre and post-delivery life cycle. Upon establishment of the requirements practice, the focus is shifted towards the refinement of existing processes base upon post implementation reviews and best practices to ensure a repeatable ad scalable process. This role is expected to perform requirements analysis and create functional process design, ensure testing services for delivery of project and enhancements requirements meet the requirements defined by the business user and project team.

    Responsibilities

    1. Gap, map, and document client business requirements and processes, and document functional specifications, workflows, and procedures to support the various aspects of the SPMO Project Portfolio.

    2. Analyze business requirements and processes and architect prioritized solutions focused on Enterprise, Strategic and Business unit objectives while maintaining the integrity of existing applications

    3. Identify project stakeholders and user classes. Document user class characteristics. Identify appropriate representatives for each user class and negotiate their responsibilities.

    4. Elicit requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints.

    5. Write requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely. Decompose high-level business and user requirements into functional requirements and quality, specified in an appropriate level of detail suitable for use by those must base their work on the requirements.

    6. Define quality attributes, external interfaces, constraints, and other nonfunctional requirements.

    7. Represent requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriate.

    8. Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards. Participate in requirements prioritization.

    9. Partner and build relationships internal and external subject matter experts, project management, and technology to drive and facilitate large scale change and technology initiatives

    10. Perform QA and UAT testing throughout all future systems iterations.

    11. Coordinate the identification, development, and implementation of solutions against both strategic and tactical requirements. Provide direction and support to vendors application developers when application changes require knowledge of or changes to system functionality

    12. Form strong working relationships with internal users - both business and technical - to facilitate application support and adoption

    13. Generate ad-hoc reports and assist in detailed analysis for areas of focus in the performance of business units.

    14. Build and enhance processes to iteratively improve the quality and efficiency of department deliverables

    15. Identify and develop new data sources and structure data models for monthly performance analysis and annual budgeting and forecasting Conduct data analysis, data integration, and data management.

    16. Plan and conduct small, short-term projects involving department subject matter experts and IT Department that focuses on improving processes and availability of data.

    17. Manage requirements traceability information and track requirements status throughout the project.

    18. Identify requirements errors and defects, and write requirements defect identification and notification reports.

    19. Manage changes to baselined requirements through effective application of change control processes and tools.

    20. Establish and implement effective requirements practices, including use and continuous improvement of a requirements process. Assist with the development of the organization’s requirements documentation policies, procedures, and tools.

    21. Implement ways to reuse requirements across projects.

    22. Identify ways to assist project manager in project planning through requirements development and analysis. Propose new product features and updates.

    23. Assist with manual creation and training to ensure change management needs are met for new or existing products and applications.

    Qualifications

    1. Bachelor's degree in computer engineering, computer science, or technical discipline required. Master’s preferred.
    2. 5 years development, analysis and verification of requirements documents required
    3. 2 years’ experience in managing requirements of healthcare projects, required
    4. Minimum three years of direct experience in working with IT developers and system design, Strongly preferred
    5. IIBA CBAP or PMI-PBA Certification – Strongly Preferred
    6. Knowledge of project management methodologies and software development processes, required.
