PROGRAMMER ANALYST I, II, III
(3 POSITIONS)

LOCATION: 
     FACILITIES PLANNING DEPARTMENT, INFORMATION TECHNOLOGY SECTION, APPLICATION SERVICES GROUP, JOINT ADMINISTRATION OFFICE, WHITTIER
 
ESSENTIAL FUNCTIONS:
      To perform complex computer programming and analyses involved in the development, maintenance and revision of computer code and procedures for database support, business and scientific applications, and to maintain and configure third-party enterprise application suites.
 
JOB SUMMARY: 
     Under the technical direction of a Systems Analyst or higher, the incumbent will work closely with various departments to support their existing reports and develop new reports; learn and understand various department business processes to better satisfy their reporting needs; create complex relational database queries and stored procedures; develop object-oriented software applications, graphical user interfaces, and Web services; develop test data and test programs; perform problem determination and resolution; create solutions for complex programming problems; prepare documentation; perform ongoing application maintenance and support; and perform related duties as required.

MINIMUM QUALIFICATIONS

     Candidates must possess a valid California Class C driver license; -ANDGraduation from an accredited college with a bachelor's degree in Computer Science, Mathematics, or related field, and one year of professional level experience developing computer applications.  For PROGRAMMER II:   Two years of verifiable professional level experience developing computer applications.  For PROGRAMMER III:   Three years of verifiable professional level experience developing computer applications.
 
DESIRABLE QUALIFICATIONS: 
     Actuate BIRT Designer Professional, Oracle Hyperion Financial Reporting, Java EE, EJB, JavaFX, IBM Rational Application Developer, Web Services, Windows Mobile, Oracle PL/SQL, Oracle Essbase, Microsoft Transact-SQL, stored procedures, JavaScript, design patterns, Struts 2, JSP, DHTML, CSS, XML, Oracle SOA Suite, Oracle BPEL Process Manager and Designer, Oracle JDeveloper, Oracle Applications Framework, and N-tier application design and development.

EXAMPLES OF ASSESSMENT CRITERIA

     Knowledge of:  Report development tools and software; concepts of programming and contemporary programming languages; the application development lifecycle;  Oracle and SQL server relational databases; structured and object-oriented programming languages; integrated development environments; real-time transaction processing systems; web development tools and techniques; team development concepts; version control and code synchronization; relational database design principles and data retrieval methodologies.  Ability to:  Maintain and document computer software systems; perform problem determination and provide resolutions; gather and analyze data and develop programming solutions; plan and organize work involving multiple projects; multi-task between concurrent assignments.
