Overall Job Objective


Under general supervision, Physical Therapist (PT) and Rehabilitation Therapist-PDP III (RT-PDP III) assist in the habilitation and rehabilitation of patients by providing services to patients with impairments, functional limitations, disability, or change in physical function and health status resulting from injury, disease or other causes. Under direction, Senior Physical Therapist (Sr PT) and Rehabilitation Therapist-PDP IV (RT-PDP IV) evaluate referred patients; plan, coordinate resources, and administer physical therapy treatment programs; plan and supervise the clinical skills of staff physical therapists and physical therapy assistants, aides, volunteers and students.

The Per Diem Pool (PDP) classifications are distinguished from the Regular classifications in that the incumbents in these classifications receive limited benefits. They will receive shift differential, standby and callback premium pay and will participate in the Ventura County Employees' Retirement Association if they are assigned a biweekly work schedule of 64 hours or more. Incumbents hired into these positions are not guaranteed any specific number of work hours per biweekly pay period, and management has the authority to relieve them from duty when there is insufficient work. 

Physical Therapist: $30.18 to $42.21 per hour
Senior Physical Therapist: $33.22 to $48.92 per hour
Rehabilitation Therapist-PDP III (PT):  $46.60 per hour
Rehabilitation Therapist-PDP IV (Sr PT):  $51.47 per hour

Upon recommendation of the Director Health Care Agency, the Director-Human Resources may approve a market-based premium pay (MBPP) of up to $10.00 per hour for Senior Physical Therapist incumbents.  NOTE:  Per Diem Pool incumbents are not eligible for MBPP.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.

AGENCY/DEPARTMENT: Health Care Agency 

PT, Sr PT, RT-PDP III and RT PDP-IV are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, Per Diem Pool, and Extra-Help vacancies within the Health Care Agency. There is currently one (1) Regular vacancy.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

  • Performs evaluation and ongoing assessment of patients to determine physical and functional status;
  • Upon physician referral, establishes realistic functional goals based on the therapist's evaluation and appropriate precautions;
  • Performs tests within the scope of physical therapy;
  • Applies and adjusts special adaptive equipment and splints;
  • Plans general and specific therapeutic exercises;
  • Selects, applies, and modifies one or more therapeutic interventions as needed;
  • Initiates and maintains records of patient status and progress;
  • Participates in on-going quality improvement;
  • Attends staff meetings, assigned clinics, and rounds as directed; and
  • Performs other related duties as required. 
In addition to the above-listed duties, the senior level may also include the following:
  • Coordinates physical therapy programs with patients/caregivers, other team members, and others involved in the care of assigned patients;
  • Provides in-service training;
  • Examines, evaluates, and designs treatment plans to meet the physical and functional needs of patients;
  • Confers with physicians on patient needs;
  • Supervises the clinical skills of staff therapists;
  • Participates in the maintenance of departmental equipment and ordering of supplies;
  • Assists in identifying and prioritizing department needs and overall planning;
  • Maintains current and appropriate documentation;
  • Supervises assistants, aides, students, volunteers, and clerical staff in the absence of the supervisor;
  • Provides patient and family education to assist in achievement of functional goals;
  • Participates in improving organizational performance;
  • Under supervision, develops and implements department programs;
  • Participates in the IEP process and represents the Medical Therapy Program (CCS therapists); and
  • Performs other related duties as required.

Typical Qualifications

A Bachelor's degree from an accredited school of physical therapy or proof of equivalency
possession of a current valid PT license issued by the State of California OR eligibility to apply for and obtain a valid California PT license within the probationary period, which, once obtained, is a condition of continued employment.

two (2) years of physical therapy experience OR successful completion of an internship program with the hiring department or an equivalent training program and one (1) year of experience as a PT.


  • The willingness and ability to work days, evenings, weekends, and holidays--must indicate this on the application.
  • The physical ability to lift and carry 50 pounds.
  • Possession of a current Cardiopulmonary Resuscitation (CPR) certificate by date of hire, which, once obtained, is a condition of continued employment.
  • Possession of a valid California driver license and proof of auto insurance may be required.
  • Live scan fingerprinting may be required.
  • Bilingual Skills (English/Spanish)
  • Experience working with populations ranging from infant to geriatric
